6.6.12 Why can't some things be easy?

So a little back history about me. I went to college for 14 years the first time around. I have been to 6 different colleges in three different states. I have had student loans, I have paid for some of it and I have had help on other parts of it. I have dealt with standing in lines for hours, phone registration, online registration and every other type of administrative red tape. You would think that eventually it would get easier right? Wrong
I recently moved back to Texas to go back to school and change careers. I was/am a Graphic Designer but I have dreams of being a 3D Animator. I got back down here as of June 20th of 2011. In the great state of Texas you must reside in Texas for one year before you can receive instate tuition. (this was the same in Colorado and California too)Which I knew ahead of time and thought I was on top of things. When I first got here I had to get things moved in, then it was mom's birthday and we went to San Antonio, then Charlie died and we had to go to Lufkin for the funeral. So by the time I got things going like getting my license and registration and other things that I believed proved my residency it was July. But hey I would be registering for the Fall of 2012 so it was definitely in time for that.
The things I didn't think about...I would be living with mom for a while so no proof of where I lived, I wouldn't be paying any bills that proved where I lived, I planned to enjoy some of the summer before getting a job-no proof I was here. Ugh!
I went online at the correct time allotted me and registered for 2 classes- one of which I desperately need if I am to continue on this path at ACC. Now a days there is no wait listing for a class and if you sign up for them you have a small amount of time to to pay at least 25% of the bill or else they drop your classes and you have to start all over again. So I checked out the bill to see how much of a break that residency was giving me and to my surprise it looked a lot like my last two bills.
I went down to the school to talk to admissions to find out what I needed to do to remedy this situation. They were really nice and gave me a bunch of forms and told me what I needed to do. All in all I needed 12 consecutive statements from the bank that were sent to my new address (thank goodness I had not signed up to get statements online yet), a statement notarized that said I was living off previous money for the time I did not have a job, a signed form stating I was a resident, a note from my employer stating the dates I worked there. They also said that it didn't matter that I would be a resident by the time fall hit because I was registering before I was officially a resident. According to the lady I talked to these were state regulations. I also checked in with financial aid because if it didn't work out I was going to need aid to pay off the higher rate. Lastly I checked in to see when I could get a new vehicle permit-not until September I was told.
